Early in the history of the Empire there were flights of dragons that would fly over the Empire, and burn and pillage. When a War Wizard fights a dragon, no one wins. The destruction can cover great swathes of the country side.
The Forgers and the War Wizards built the Dragon Shield. It covered the Empire preventing the incursion of Dragons. Some nations even joined with the Empire just to be covered by the Shield, but not many. The Wizards preferred conquest. It now stretches across the entire continent.
The Dragon shield is also strong enough to trap in the Elder Gods. So their rampage will be confined to just he lands of the Empire.
